To minimize the chance of such a card screw, one can steal an idea
from the game "Napoleonic Wars" where each player have a "Hold card"
of Either a movement card, or a brilliant leader that act as a wild if
that side have a better than normal commander.

During the course of a turn, the player may substitute the hold card
for another card he is entitled from the deck (thus he can use his
hold card to move one time during that turn). Once used the card stays
gone until the deck reshuffles, at which time he gets his hold card
back.

One can even vary this to account for army difference: a COlonial
Imperial player may opt to hold a Fire card, a Dervish player may get
to hold a Fanatic Charge! card, etc.
