All US Tournaments are open to other countries.  Henry, that includes the 2010 US Open in San Francisco in January. ;)  I was just speaking with Jacky Fu last night about attending.

Since noone had any objections, we are officially organizing it in Buenos Aires on April 3rd-4th (Easter Weekend) 2010. I am coordinating with Daniel Olivares and I will announce the location, format, and other details once we figure them out. I hope to see some of you there.

Here are my thoughts:

Easter weekend works out very well for me because that Friday is a holiday. Most other North Americans will have this day off too and it makes it more likely that they would be able to attend. I imagine that the situation will be the same for other North Americans. I noticed that Brazil has a visa requirement for US citizens, while Argentina and Uruguay do not. My opinion is that the best plan is to host it in Buenos Aires over Easter weekend. I'd like to wait a few days to see if anyone else from North America is interested in going (in particular if some other date or location will work better for them) and then we can finalize everything.

Does anyone have any suggestions for what we should name the tournament? Édison from Colombia suggested the name "Federación Americana de Othello" (at least I think that's what he suggested, my Spanish is not so good) which seems fine to me. We could go with my original suggestion of Pan-American Othello Championship or something else.

We have five local Chicago players now.  That is certainly an all time high for the city.  And, it isn't impossible that I may be able to dredge up a few more.  I would like to see someone other than myself organize a one-day USOA rated tournament in Chicago for some time in the April - June time frame.  If we just drew 4 of the 5 of us here, it would be worth getting together.  I would expect and hope that anyone traveling from a distance would prefer the WOC qualifier in July to the local event.  But, all would be welcome to attend of course.  We could get together at a public place which wouldn't charge us anything or at someone's home.

This is a great idea although I would not be able to travel to South America to join the group.  Argentina sounds like the best idea from what I have seen.  You have a decent base of players "locally" and if you are lucky, may get some willing to engage in International travel.
 
Is there any way that this idea could be used to assist South American countries with WOC qualifying requirements?

Here are my thoughts:

Easter weekend works out very well for me because that Friday is a holiday.  Most other North Americans will have this day off too and it makes it more likely that they would be able to attend.  In particular if we plan on playing Saturday all day and then have a couple of games on Sunday morning, then North Americans should be able to travel on Friday and on Sunday evening and arrive back on Monday morning.

From a travel point of view, it is much more convenient for me to fly to Buenos Aires or to Rio de Janeiro (13-14 hours total) than to Montevideo or Porto Allegre (20+ hours total).  I imagine that the situation will be the same for other North Americans.  I noticed that Brazil has a visa requirement for US citizens, while Argentina and Uruguay do not.  So that is something to take into account.

My opinion is that the best plan is to host it in Buenos Aires over Easter weekend.  I'd like to wait a few days to see if anyone else from North America is interested in going (in particular if some other date or location will work better for them) and then we can finalize everything.

Does anyone have any suggestions for what we should name the tournament?  Édison from Colombia suggested the name "Federación Americana de Othello" (at least I think that's what he suggested, my Spanish is not so good) which seems fine to me.  We could go with my original suggestion of Pan-American Othello Championship or something else.

"Federación Americana de Othello" means American (or Pan American  :-)  ) Othello Federation, I suppose that would not be the correct name. The name of the tournament is the easiest decision, we should all promise not to argue about that  :-). It could be stated in english, spanish and brasilian, or may be in french too if there is a canadian player from the french zone. I like Randy´s first choice.
 
If this go well, we can do it all years, and 2011 would be great to do it in New York, before or after WOC.
 
If 2009 is in Buenos Aires, then 2010 in San Pablo/Río de Janeiro or Montevideo (maybe Canada?)
 
Another decision to make is choosing between just a tournament, all saturday and sunday morning the finals, or something more like WOC or legendary David´s tournaments. First option probably doesn´t require any fee, second option (saturday lunch and dinner and maybe some Broadway show or something like that) would need some fee. 
 
I can offer at least 5 accomodations for free, problably more. Lucas from Brasil and Ismael from Uruguay are first in the list for the spots at my home because they invited me when I went to San Pablo and Montevideo!

Here are my thoughts:

Easter weekend works out very well for me because that Friday is a holiday. Most other North Americans will have this day off too and it makes it more likely that they would be able to attend. In particular if we plan on playing Saturday all day and then have a couple of games on Sunday morning, then North Americans should be able to travel on Friday and on Sunday evening and arrive back on Monday morning.

From a travel point of view, it is much more convenient for me to fly to Buenos Aires or to Rio de Janeiro (13-14 hours total) than to Montevideo or Porto Allegre (20+ hours total). I imagine that the situation will be the same for other North Americans. I noticed that Brazil has a visa requirement for US citizens, while Argentina and Uruguay do not. So that is something to take into account.

My opinion is that the best plan is to host it in Buenos Aires over Easter weekend. I'd like to wait a few days to see if anyone else from North America is interested in going (in particular if some other date or location will work better for them) and then we can finalize everything.

Does anyone have any suggestions for what we should name the tournament? Édison from Colombia suggested the name "Federación Americana de Othello" (at least I think that's what he suggested, my Spanish is not so good) which seems fine to me. We could go with my original suggestion of Pan-American Othello Championship or something else.

I just had a simular idea.
When I came on here to post it, Randy already had a great idea.
My idea was to host a tournament on a cruise ship :)
Normaly you can get a good combo deal on air and criuse which includes onboard
lodging and meals!!!!!!

If you need encouragement, consider this:  during each of the last two years, San Francisco had heatwaves in January and I went sunbathing on the beach.  Also, the word on the street is that a certain former-world champion California resident will be attending this year.

Just a thought: 

If the Open in CA is going to occur in January (I know it is not definite yet), would someone like to host another tourney between Jan and July (Chicago)?

I had heard about similar ‘guidelines’ for many years and have applied them in NL since the very beginning (Shaman playing for NL), just didn’t know they had become actual rules.

It was decided at 2007 WOF meeting in Athens.

It would appear it has not been particularly well broadcast.

I believe the tournament directors have been aware of it and would have
been able to raise the issue with anyone who they believed to be
ineligible.
