From the Glossary:
"Remove: see Discard."
"Discard (energy): This means to remove energy from the card and the
game (it gets put in 'the bank,' if you like)."
If there is nothing to remove from the card, there is nothing to
discard/remove. If nothing is removed, Velouria gains nothing. QED.
