Yes, but since Karse only works on Orothe and Universal cards, this
will only matter if unusual circumstances make those cards out-of-
region for him.

Always apply reductions first and caps last. Call of the Riled
reduces the energy loss from the attack by 1, and then Watchful caps
the energy loss at 1. If the attack would normally cause 1 energy
loss, Mydra loses nothing, but if it causes more than 1, Mydra still
loses 1.
