I am all for making Romans the hard asses they were, but it is my opinion you can represent them with a greater fight value and more might points for heroes for command rolls than adding in special rules that will slow the game down.
I think the pila should be the primary weapon that needs a special rule. I'd say when the roman charges, he throws the pilum, and gets an extra attack on the charge to reprsent the disruption to the enemies shield when it sank in and bent.

I quite like that. It is purely defensive so they have no better chance of winning a fight but a better chance of surviving if they lose. Also it only applies if the Romans work together within an existing rule mechanism.

That would be an 'in the way' roll against missile fire. It might work for a special formation like a testudo but I can't think how to apply that in LoTR. Maybe 4+ in base contact with each other, declare before moving and half move
penalty.
