No. Dust was created by Pablo Parente. Originally, it was supposed to be a Rackham game, but instead they made AT-43 (which has lots of stylistic similarities to Dust due to Parente having done the designs). The skirmish game has been postponed for years, but 1/35 model kits and a 2 issue comic book have been out since 2005~.
The biggest difference in the settings is that the technology in Dust is reverse engineered alien technology, while the technology in Gear Krieg is 100% the product of human ingenuity.
