In cinematic action games, gun wounds don't seem to be very damaging. In these
situations, a firearms shouldn't be deadlier than hand-to-hand weapons - they
could have roughly the same damage level. It's possible to arrange it such that
martial
arts attacks do more damage than firearms. This may be more appropriate in
martial arts games.

So, I guess weapon damage should be based on the genre you're emulating.
Personally, I wouldn't try to simulate real-world damage with Fate. I think
Fate has a dramatic bias and is therefore unconcerned with real-world physical
processes.

But certainly, if there are stats for hand-to-hand weapons in the basic pdf,
then maybe a word or two on guns is in order. If only it's some "genre-based"
damage thing.
