Well, it's that, but I'll happily tell you how *I'd* do it
-- just don't consider this as anything other than one
particular GM's approach.
If I'm doing a single character representation of a mob,
then I'm liable to make two choices:
1) You can't get superior numbers over a mob. They're a
mob.
2) However, they're mooks. Their numbers are primarily
there to make sure that there are a few standing after
you empty your clip into them. Their advantage of
numbers is already figured in, on that note, so they
cannot get superior numbers.
Basically, if you're in a fight with a mob, set the
superior numbers modifier aside.
I probably *would* still allow for things like Flanked and
Surrounded to come into play, so if the PCs set up a
particularly clever ambush for the mob and are able to hit
them from multiple sides, they get rewarded for it.
But mooks are mooks. Sure, they might use some tactics,
but the benefits they enjoy from them should be fairly
limited. :)
