I could see this working as a good shorthand to represent any number of
game elements -- locations come to mind:

Temple of Ancient Evil
OO Undead Patrols
OOO Unholy Aura
O Shifting Foundation

City of Shele
O Corrupt Government
OO Fanatical Arch-Priest
OOO Highly Trained City Watch
OO Organized Crime
OO Warren of Subterranean Tunnels
