Welcome scifi. I wrote an elaborate post in response but the forum ate it and I've been scopped by near everyone else. In briefer form:

Starblazer Adventures is essentially point buy but still follows the pyramid structure rules, so you can choose more skills rather than higher skills. SotC just saves you the time by giving you a pyramid to fill in.
Loosing the structure rules, whether for pyramid or pillar, not only ditches niche protection but jacks up balance too. 35pt.s makes the standard SotC Superb apex pyramid. Without the structure rules you could have 7 Superb skills rather than the assorted strength of 15. Would you exchange the varied ability of 3 Fair and 5 Average skills for 6 more Superb skills? You may but your character is more boring at the price of more power. We've seen that enough in other games IMO.

Seems like each implentation chooses one of the options in Fate 2.0 that best fits it's feel.
