Sounds like it might work.  I have been toying with using Rezolution and/or Gangs of Mega City One.  I'm looking for a rule set that would work for 10-12 figs per side.

thinking about stand-in rules, and one that popped into mind was a
variant on GW's old Gorkamorka game (which is rumored to be up for
re-release as a Specialist Games pdf sometime this year).

Gorkamorka already has a rather orky theme, though admittedly of the
Games Workshop flavor. But with some modifications it might be
workable; Shreeks instead of warbikes, for instance, and Trogs
fighting over food sources and water rights rather than scrap metal.
It also has a rough campaign model grafted onto it which would need
more mofication (since Trogs don't have cybernetics or vehicle
upgrades) but might still be able to become something workable.

Admittedly not a perfect fit, and if I make a go of it I'll probably
end up turning it into something totally unrecognizable; I just
thought it might make for an interesting starting point.
