This will be, as noted in the subject line, an Off-Cat23 playtest, which
will also be a Demo Game in the Diplomacy World Zine.  Nick Higgins will be
GMing, and there will be an elite roster--I already have a bunch of ACD
players.  If you want to play, I will either need to know you, or you will
probably need to give me references as to your reliability and skill.  We
are looking to start late this year.  I would suggest that the deadlines
will be fairly leisurely.

For those of you looking for differences from the previous version of this
variant, there is more fluidity, especially around the edges, but the
removal of Italy as a Power opens up the middle as well.  Lots of small
changes for balancing purposes.
