oh right, of course, i was under the impression that you were saying you couldn't first tap war funds for it's resource supply before using it's special

You can not tap WAR FUNDS for the (R) and use that (R) to help pay for a resource card that you might pull from scapping. You either use the (R) or lose it,

The issue here seems to be "TIMING" of the "ABILITIES", or thats what people are refering to it seems. In the same regards as not being able to tap WAR FUNDS
