Seeing as floppy drives are pretty much extinct (things have sure been
heading that way), why couldn't A: or B: be used for USB drives
(external, flash, etc.) instead?

It's really no different from using the C-drive partition. You can just drag-and-drop files & folders to and from a partition just as if you were copying stuff...
