I would say Cyberboard is more popular, though Vassal is certainly in use.
Virtually everyone uses a spreadsheet, either an Excel file that is mailed
around with the save files, or a Google Docs spreadsheet. You can find

Most games are arranged and played by private email. The last 10-15 games I
played were done this way. People will often set up a private mailing list,
Yahoo Group, or Google Group to run a game, but it isn't necessary.
There shouldn't be a password on the gamebox or any need for one.
There are two Yahoo Groups where you can find CyberBoard gameboxes and
Vassal modules. Very few messages are posted on these groups.
